BREAKING: More Than $111M for Shaheen-led NH Projects & Priorities in Final Government Funding Legislation Clear Senate Hurdle

**A senior member of the Senate Appropriations Committee, Shaheen worked to include federal support for a myriad of NH projects in the final government funding legislation for fiscal year 2023, including expanding access to health care, updating water infrastructure, increasing affordable housing and more.**

(Washington, DC) – U.S. Senator Jeanne Shaheen (D-NH), a senior member of the Senate Appropriations Committee, announced that the final government funding bill for fiscal year (FY) 2023 passed by the Senate today includes $111,359,972 for 105 New Hampshire projects, which she secured. The robust federal dollars, appropriated through the Congressionally Directed Spending (CDS) process, invest in a range of Granite State priorities throughout the state, including water infrastructure, health care facility investments, educational training, resources to combat homelessness and food insecurity, support for substance use disorder programs and much more.  

In addition to the CDS projects listed below, Shaheen announced numerous Granite State priorities she fought to include in the Commerce, Justice, Science and Related Agencies (CJS) funding legislation, which Shaheen spearheads as Chair of the subcommittee. She also announced 23 of the 105 New Hampshire projects that she secured funding for through the CJS subcommittee. Read about those here. Earlier this week, Shaheen also announced additional priorities that she worked to include in the FY2023 bill that respond to the substance use disorder crisis, reform election laws to safeguard our elections, extend authorization of the Afghan Special Immigrant Visa program to protect Afghan allies who aided the U.S. mission and much more. 

The FY2023 government funding legislation will now go before the House of Representatives before it’s sent to the President to be signed into law by midnight on December 23, 2022.

The list of 82 additional New Hampshire projects is below: 

$23,417,000 to Support Health Care and Education Needs  

Services for Children Victims of Abuse & Neglect: Senator Shaheen secured $100,000 for the Court Appointed Special Advocates of New Hampshire (CASA NH) to enable the agency to build a more robust operation to offer services and aid to children victimized by abuse and neglect. This funding will allow CASA NH to hire additional staff in every department of the organization, which will expand services to all children and families in need.         

Students with Intellectual & Developmental Disabilities: Senator Shaheen pushed for inclusion of $250,000 for Best Buddies of New Hampshire to support its Inclusion Project for Students with Intellectual and Developmental Disabilities (IDD). Best Buddies will use these funds to create a more inclusive environment for students with IDD. This funding will go to helping 45 school-based chapters statewide.  

Addressing Food Insecurity through Mobile Food Pantries: Senator Shaheen helped include $947,000 for the New Hampshire Food Bank’s mobile food pantries to address the increased food insecurity and barriers Granite Staters faced due to the COVID-19 pandemic. The New Hampshire Food Bank will purchase tens of thousands of boxes of food from local suppliers in New Hampshire over the course of 12 months.   

Combating Substance Use Disorder Epidemic by Supporting Licensed Professionals: Senator Shaheen supported the inclusion of $600,000 for the New Hampshire Alcohol and Drug Abuse Counselors Association (NHADACA). This funding will increase the number of licensed substance-use disorder clinicians through the addition of 3 staff members in their Licensing Support Program.     

New Equipment for Students at the River Valley Community College: Senator Shaheen fought to include $500,000 for the River Valley Community College to update the radiography classroom at the college. The funding for this project will allow the school to purchase one fully energized x-ray suite consisting of an x-ray table, x-ray tube, fluoroscopic unit, an upright x-ray imaging stand and an associated control panel. Minor remodeling to fit all the equipment will be needed. This project will support students in their study of Radiologic Technology Services.   

Drug & Alcohol Addiction Services in Jaffrey: Senator Shaheen procured $145,000 for Reality Check Inc. for work to combat the drug and alcohol epidemic in New Hampshire. Reality Check Inc. is a Drug and Alcohol addiction nonprofit that works in 32 towns in New Hampshire, primarily in Cheshire and Hillsborough Counties.   

Primary & Behavioral Health in Nashua: Senator Shaheen pushed to include $500,000 to allow Lamprey Health Care to renovate and expand an unfinished space in an existing facility located in Nashua to provide additional primary care, behavioral health and wraparound services to the surrounding area. 

Expanding Pipeline of Nursing Workforce in Nashua: Senator Shaheen helped add $1,301,000 for Rivier University for a project that will expand the pipeline of a prepared and confident nursing workforce for New Hampshire. Rivier University will use these funds to purchase simulation technology to give the students the best chance to succeed. This technology will provide nursing students the ability to practice, refine and replicate complex clinical procedures.   

Expanding Access to Treatment for Substance Use Disorders in Boscawen: Senator Shaheen supported the inclusion of $850,000 for Headrest to expand its current residential treatment operations to Southern New Hampshire to help combat the opioid epidemic in the state. This funding will create a continuum of care that includes Low-Intensity Residential Treatment, Outpatient and Intensive Outpatient, Sober Living, Impaired Driver Care Management Program and the Headrest Opportunities for Work Program (H.O.W.). The building they use is in need of significant renovation to meet the standards of safety and wellbeing that are required for someone on the path to long-term recovery.   

Support for Ukrainian Refugees and other immigrant families through St. Anselm College: Senator Shaheen helped secure $600,000 for the Meelia Center for Community Engagement at Saint Anselm College to hire six full-time employees to coordinate and deliver programs that connect Ukrainian refugees and other immigrant families with services like childcare, health care, mental health services, job training and financial assistance. Funds will also be used to renovate an existing community center to include a computer lab, classroom space, outdoor community space and an updated kitchen and food pantry.   

Mental Health Support in Southern NH: Senator Shaheen helped secure $100,000 for Jean's Place-Center for Life Management, a Mental Health Center in Southern New Hampshire. They have two facilities in Derry and Salem. The funding will help address the need for available beds for those suffering from an acute psychiatric illness in New Hampshire.   

Expanding Nursing Education at St. Joseph’s Hospital: Senator Shaheen supported the inclusion of $2,925,000 to update the infrastructure at the School of Nursing at St. Joseph Hospital. These updates will provide more flexible classroom space, improve energy efficiency, upgrade the HVAC system and remedy accessibility shortfalls.   

Building Updates at Monadnock Family Services: Senator Shaheen secured $675,000 to purchase and install a new, more efficient HVAC system at a property acquired by Monadnock Family Services.  This will improve working and treatment conditions and reduce utility costs.   

Outreach to Combat Food Insecurity: Senator Shaheen helped procure $257,000 to enhance NH Hunger Solutions’ (NHHS) outreach and communications about federal nutrition programs in NH. This funding will support two new positions and increase NHHS’s capacity to provide targeted outreach in low-income communities in Southern NH, the Seacoast and North Country regions to improve enrollment and participation in federal nutrition programs.

Expanding Family Health Services in Plymouth: Senator Shaheen successfully included $750,000 to assist the Mid-State Health Center in renovating a newly acquired property that will create a space for family health and wellness where all family health needs can be addressed. This includes pre- and post-natal care for mothers, primary medical care for pediatrics, adolescents and their parents. 

Renovations for the New England College’s Accelerated Nursing Program Facilities: Senator Shaheen pushed for the inclusion of $2,000,000 to support the New England College in renovating the nursing education areas of its Science Building to support the increase in students, including building out a large instructional meeting room, expanding classrooms and instructional labs and adding state of the art equipment throughout the building. 

Plymouth State University Nursing Workforce Expansion: Senator Shaheen fought for the inclusion of $2,100,000 to support renovations to the Samuel Read Hall Building on the Plymouth State University (PSU) campus to expand the available physical learning space for PSU’s nursing program.   

Improved Wastewater Surveillance at UNH: Senator Shaheen successfully added $1,903,000 for the University of New Hampshire to purchase equipment and update its infrastructure to expand the university’s COVID-19 wastewater surveillance program.   

Supporting Home Care Nurse Residency Program: Senator Shaheen secured $155,000 to support the Home Care, Hospice & Palliative Care Alliance, in partnership with the VNA Health System of Northern New England. The program will help hire a full-time nurse educator to implement a year-long structured home-care nursing education program. The funding will also cover subscriptions for nurse residents and preceptors for an online curriculum and resources to promote the residency program among prospective early career nurses.       

Learn United: Expanding Quality of Tutoring in Nashua: Senator Shaheen supported the inclusion of $100,000 to support the United Way of Greater Nashua’s transition from providing purely volunteer-based tutoring services to a professional and volunteer-led tutoring program. This will be accomplished through recruitment activities, trainings and team-building exercises and marketing and promotion of United Way’s tutoring services.   

Food & Technology Services for Immigrants & Refugees: Senator Shaheen fought to add $125,000 to support Victory Women of Vision (VWV) in purchasing a refrigerator and freezer, as well as shelving to help the organization store food pantry donations. The funding will also support the purchase of a small van to enable the transportation of students enrolled in VWV’s youth mentoring program. The funding will also be utilized to purchase technology and furnishings for VWV’s computer lab.   

Academic Scholarships for Students at Lakes Region Community College: Senator Shaheen helped secure $580,000 for Lakes Region Community College to launch a new paramedic certificate program. The College will use this funding to provide full tuition scholarships for 30 students and to address instructional costs for the first year of the program. Recognizing the barriers facing potential students, Lakes Region Community College has designed a 12-month program with flexible and convenient schedules for working firefighters and EMTs.   

Boot Camp Support at Nashua Community College: Senator Shaheen pushed for the inclusion of $192,000 for Nashua Community College to purchase equipment needed to develop and run a soldering and component testing boot camp. The Soldering Test Tech Boot Camp will provide beginning soldering students, including those new to the electronics industry, with knowledge and hands-on skills for both through-hole and surface mount technologies. The students will be exposed to classroom lectures and hands-on skill development through instructor demonstrations and real time instructor feedback.         

Paid College Internships to Address Workforce Challenges: Senator Shaheen fought to add $720,000 for Keene State College to create paid college internships in critical shortage fields, including health care, education and manufacturing. These internships will lead to co-sponsored employment post-graduation, ending in employer-sponsored retention and longevity incentives. KSC will collaborate with K-12, post-secondary, for-profit, not-for-profit and municipal/county partners to design and expand synergies between educational (internship) and employment (apprenticeship) experiences.   

Mental Health Services in Manchester: Senator Shaheen helped secure $250,000 for THRIVE New Hampshire’s program, Makin’ It Happen, to expand resiliency-focused mental health services offered to the greater Manchester region (Auburn, Bedford, Candia, Deerfield, Goffstown, Hooksett, Manchester and New Boston). This funding will enable the organization to expand and increase mental health trainings and reach underserved sectors of the population, with a focus on harm reduction and suicide prevention.   

Expanded Dental Services through Concord Community College: Senator Shaheen helped secure $767,000 for NHTI-Concord Community College to update and expand dental education programs and increase oral health services offered through its public clinic. Specifically, funding will be used to purchase 31 dental chairs, including equipment and technology, as well as bracket trays, overhead lights, suctions and arms, along with water syringes and ultrasonic scaler units. The funding will also support a dental clinic outreach staff person to work with Medicaid populations to support their utilization of services. 

Training for Rural Medical Students at Franklin Pierce University: Senator Shaheen pushed for the inclusion of $825,000 for Franklin Pierce University to purchase simulation-training equipment that will enable its Master of Physician Assistant Studies Program to recruit and train more students. Special attention will be paid to training students who will work in rural and medically underserved areas. 

Support for Early Childhood Care and Education Workforce Training: Senate Shaheen successfully included $1,000,000 for the University of New Hampshire to support equipment upgrades for the University’s Child Study and Development Center.  

Support for the Nursing and Healthcare Workforce Training at Saint Anselm College:  Senator Shaheen supported the inclusion of $2,200,000 for Saint Anselm College to construct a new facility that will house the College’s School of Nursing and Health Professions. The new academic building will include classrooms, faculty and administrator space and high-definition virtual nursing labs. 

$31,230,000 to Address New Hampshire’s Housing, Transportation and Urban Development Needs  

Affordable Housing Development in Nashua: Senator Shaheen secured $1,000,000 for NeighborWorks Southern New Hampshire to create a new affordable housing project to be constructed on Main Street in Nashua, NH. 

Reconstruction of the Nashua Library Plaza: Senator Shaheen successfully included $3,000,000 to support the City of Nashua in renovating one of the only public green spaces in the heart of downtown Nashua to provide a quality, attractive, cost-effective and low-maintenance outdoor space for the community to enjoy for daily active programming of events and activities. 

Storm Drainage Rehabilitation in Whitefield: Senator Shaheen pushed for the inclusion of $1,400,000 for the Town of Whitefield to correct a failed drainage system on Union Street and provide safe travel for traffic as well as pedestrians.

Upgrades to Stone Mountain Business Park in Winchester: Senator Shaheen supported the inclusion of $800,000 for the Winchester Economic Development Corporation to conduct Phase II of the Stone Mountain Business Park project, which will be used to upgrade an access road drainage culvert, extend utilities on an access road, put together an economic feasibility analysis ‘master plan’ and a workforce housing and childcare plan and acquire an adjacent site for a solar farm.   

Completion of a Homeless Shelter in Keene: Senator Shaheen helped include $250,000 to complete construction, furnish and equip an emergency shelter and resource center for Hundred Nights, a homeless shelter in Keene.     

Affordable Housing Development in Hampstead: Senator Shaheen supported the inclusion of $585,000 for Isaiah 58 New Hampshire for the development of Isaiah Village, a Supportive Living Project. Funds will support the initial purchase of a two-acre parcel of land with a 2,518 square foot dwelling and several outbuildings. 

Support for Affordable Housing in Concord: Senator Shaheen fought for the inclusion of $250,000 to support CATCH Neighborhood Housing in renovating 14 affordable apartments at its Eastern Avenue Apartments property in Concord. 

Technology Updates at a Survivor Crisis Center in Sullivan County: Senator Shaheen secured $162,000 to purchase and install a security system, phone system that includes the 24-hour crisis line, office equipment and office furnishings for the Turning Points Network (TPN) Crisis Center.   

Construction of Bethlehem Terrain Park: Senator Shaheen fought to include $80,000 to support construction for the proposed Bethlehem Terrain Park. The requested funds will be used to design plans for the skate park and resurface the area to ensure a smooth and safe surface in addition to concrete fixed elements of the terrain.   

Maintenance of Public Transportation in Dover: Senator Shaheen helped include $2,000,000 for the Cooperative Alliance for Seacoast Transportation (COAST) to complete designs, obtain permitting and construct a new administration, operations and maintenance facility on its current property in Dover.  

Supportive Housing in Concord: Senator Shaheen secured $1,000,000 for Concord Coalition to End Homelessness (CCEH) to purchase up to four multifamily properties for use as Permanent Supportive Housing for individuals experiencing long-term homelessness.   

Permanent Homeless Shelter in Strafford County: Senator Shaheen fought to include $5,000,000 for the Community Action Partnership of Strafford County (CAPSC) to establish a permanent homeless shelter operated under CAPSC as an extension of their work to address homelessness and housing in Strafford County.   

Affordable Housing Construction in Ashland: Senator Shaheen supported the inclusion of $1,000,000 for the Laconia Area Community Land Trust (LACLT) to build at least 38 units of affordable rental housing for phase 1 of a development called ‘Village at Mill Pond’ in the town of Ashland.   

New Emergency Shelter Facility in Portsmouth: Senator Shaheen helped include $2,000,000 for HAVEN Violence Prevention and Support Services (HAVEN) to acquire property to house a new 13-unit emergency shelter facility and office space for their shelter, client services, training and outreach, education services and administrative staff.   

Updates to Manchester’s Public Library: Senator Shaheen pushed for the inclusion of $874,000 for the New Hampshire State Library to conduct lead paint abatement, repairs and restoration work at the Manchester City Library.    

Affordable Housing Units in Concord: Senator Shaheen secured $1,000,000 for the Concord Housing and Redevelopment Authority to develop affordable housing units on land in Concord already owned by the agency. 

Wastewater Infrastructure Improvements in South Londonderry: Senator Shaheen successfully included $4,000,000 to assist the Town of Londonderry in constructing a new sewer pump station in order to support future development of South Londonderry and Woodmont Commons.   

Street Improvements in Dover: Senator Shaheen helped include $4,500,000 for the City of Dover to reconstruct portions of Central Avenue.  

Improvements to West Lebanon Main Street: Senator Shaheen supported the inclusion of $2,329,000 for the City of Lebanon to reconstruct portions of Main Street.  This project promises to improve pedestrian safety along Main Street, improve traffic flow and eliminate recurrent street flooding due to inadequate storm water infrastructure.     

$16,652,972 for Public Works & Water Infrastructure   

Wastewater Treatment in Winchester: Senator Shaheen secured $1,900,000 for the Town of Winchester to update their wastewater treatment facility to include the addition of a second dewatering train for redundancy and a sludge dryer to transform the sludge to a marketable biosolids product for local distribution.   

Erosion Mitigation at Kingston Lake: Senator Shaheen pushed for the inclusion of $75,000 for Southern District YMCA Camp Lincoln to repair and prevent future erosion at the beachfront area, walking trail and Amphitheater to improve water quality of the lake.   

Water Infrastructure Updates in Bristol: Senator Shaheen helped procure $1,050,000 for the Town of Bristol for a sewage force main replacement and a new municipal pump station that can support a larger wet well to handle the flow of sewage during prolonged power outages.   

Historic Building Restoration in Nashua: Senator Shaheen helped add $485,000 for Nashua to repair and restore the historic Hunt Memorial Building.   

Watershed Planning in Lake Winnipesaukee Watershed: Senator Shaheen supported $500,000 for a project that will support watershed planning for four bays in Lake Winnipesaukee. Six of the ten bays have already completed this work. Once all the studies are completed, experts will have a whole lake understanding on how to approach comprehensive restoration and address cyanobacteria.   

Water Infrastructure Updates in Winchester: Senator Shaheen pushed to include $2,000,000 to construct a booster pump station and water main in Winchester, which will aim to increase system pressure in an area that currently experiences slow and negative pressures.     

Stormwater Management in Dover: Senator Shaheen helped procure $800,000 for stormwater management through a project that will stabilize the shoreline along the edge of the Cochecho River, from Washington Street southward along the river’s edge.   

Stormwater Project in Meredith: Senator Shaheen helped include $150,000 for the replacement of the inadequate Reservoir Road culvert on Reservoir Brook to meet projected 100-year stormwater capacity needs, reduce sediment and excess phosphorus contributed to Reservoir Brook and downstream to Lake Waukewan and improve aquatic organism passage.     

Water Main Replacement in Jaffrey: Senator Shaheen supported the inclusion of $1,000,000 for the Town of Jaffrey to replace the Wheeler neighborhood water main. The current infrastructure of the pipes is from the 1920s and contains lead and rust. Upgrading the infrastructure is critical for the town.  

Stormwater and Flood Resiliency Project in Durham: Senator Shaheen pushed to secure $2,040,000 for Durham to improve stormwater management by replacing and rehabilitating aged culverts that currently have insufficient drainage capacity and have caused flooding and public safety hazards. 

Regional Drinking Water Distribution Interconnection Project in Dover: Senator Shaheen worked to include $3,452,972 for the city of Dover to establish a connection between existing regional water systems in the New Hampshire communities of Rochester, Somersworth, Rollinsford, Dover, Newington, Portsmouth, New Castle, Greenland, Rye, North Hampton, Hampton and Seabrook. 

Route 28A Sewer Line Extension Project in Derry: Senator Shaheen helped secure $3,200,000 for the Town of Derry to extend the municipal sewer line on Rte. 28 South in order to make municipal sewer available to 105 acres of commercial land along the busy corridor. 

$11,700,000 to Support Granite State Veterans & Military Construction  

New Childcare Facility at Portsmouth Naval Shipyard: Senator Shaheen secured $2,500,000 for the Portsmouth Naval Shipyard to develop a combined childcare facility to meet demand and avoid building size restrictions associated with the limitations on available space at the Shipyard. The proposed project will be a joint effort by the Navy and the New Hampshire Air National Guard to leverage free space at the nearby Pease Air National Guard Base for the building construction.   

New Staging Area in Berlin to Assist NHNG: Senator Shaheen helped include $5,200,000 for the New Hampshire National Guard to construct a Berlin Hangar and Aviation Operations Building. This facility includes a 9,000 square foot hangar to store two helicopters and perform emergency maintenance, as well as provide for administrative space, a small classroom and locker room. The ability to use Berlin as a staging area significantly reduces the flight time from the Concord area to the White Mountains, maximizing actual flight training and on station search and rescue time for the crews. This facility will provide additional resources unavailable at this time; maintenance, refuel, communication, safety, bed down location and positive economic impact to the local community.   

Replacing Arms Range to Improve Military Readiness of NHANG: Senator Shaheen helped secure $2,000,000 for the New Hampshire Air National Guard to begin replacement of its 67-year-old small arms range in Newington. Replacing the range with a new fully enclosed range will provide the NHANG with increased service member readiness within an environmentally contained range for year-round use and reduce hazards for service members.   

Supporting Wellness & Readiness of NHNG Families & Veterans: Senator Shaheen supported the inclusion of $2,000,000 for the development of a new Wellness Center for the New Hampshire National Guard (NHNG) and New Hampshire veteran community. The proposed Wellness Center will provide a space for wellness programs that are the cornerstone of the Fort New Hampshire framework, which enhances the wellness and readiness of a wide variety of military-affiliated audiences to include family members and veterans. The proposed 28,600 square foot facility will provide secure, versatile and flexible military- and community-based program spaces to include: fitness and training center, large multi-purpose spaces, classrooms, chapel and administrative offices. The proposed facility will provide office space for wellness program elements to support service members, veterans, individuals and families with numerous Department of Defense programs such as health and fitness, suicide prevention and outreach, behavioral health programs, transition assistance, veterans’ benefits and others. This new facility will support the increased growth of Wellness Division staff from 24 to 69 members, as the NHNG Wellness Programs continue to expand.   

$7,170,000 for Rural Development  

Support for Gale School & Local Non-Profits: Senator Shaheen secured $391,000 to support a partnership between Lakes Region Community Developers (LRCD) and the Save Our Gale School Committee, the Boys & Girls Club of Central NH and Lakes Region Community Services. The project will save the historical Gale School and provide affordable space for local non-profits.  

Dorchester Highway Sand Shed: Senator Shaheen pushed for the inclusion of $121,000 for the construction of a sand/salt mix storage shed in Dorchester.   

Renovations at Riverfront Commons in Littleton: Senator Shaheen helped procure $300,000 to complete construction at Littleton Riverfront Commons. Elements of the park will include open greenspace, walking paths and trail connections, addition of lighting for safety, renovation of a Welcome Center and parking improvements which will support not only the Commons, but local businesses as well.   

New Facility for Agriculture & Conservation in Cheshire County: Senator Shaheen worked to include $112,000 to renovate an old barn in Westmoreland, located on county property, and convert it into an educational facility focused on agriculture and conservation for residents of Cheshire County. Funds will be used for site preparation work (parking, septic, water and fire prevention) and for the actual renovation, which will include a new roof, siding, floors, doors, electrical, plumbing, structural updates and other interior work.   

Expanding the Veterinary Laboratory at UNH: Senator Shaheen helped secure $1,261,000 to allow the NH Veterinary Diagnostic Laboratory to expand capacity, become fully accredited and join the National Animal Health Lab Network (NAHLN).   

New Community Center in Newport: Senator Shaheen worked to procure $4,785,000 for the construction of a new community center in Newport. The new center is designed with meeting rooms for use by community groups, a large gymnasium and to serve as a meeting room for Town meetings, as well as a shelter/warming and cooling station in emergency events.  

Support for a Domestic and Sexual Violence Shelter in Carroll County: Senator Shaheen helped include $200,000 for a Starting Point to complete its Advocacy Center building and conduct necessary repairs and infrastructure updates to run its community programs in a safe and secure location.       

$2,051,000 for Critical Energy Efficiency and Clean Energy Updates  

Solar Project at Gorham’s Edward Fenn Elementary School to Reduce Emissions: Senator Shaheen helped procure $100,000 for the Gorham Randolph Shelburne Cooperative School District to build a solar array at the Edward Fenn Elementary School to offset 80-90% of the electricity use at the school. This will significantly reduce the electricity budget for the next 40 years and help the school district take steps to reduce greenhouse gas emissions from school operations in order to meet the goal of 30% reduction by 2030 and net zero emissions by 2050, as recommended by the 2020 Municipal Operations Greenhouse Gas Inventory Report.   

Solar Array to Promote Clean Energy in Stratford: Senator Shaheen worked to secure $67,000 for the Town of Stratford to install a 50-kilowatt solar array at the Transfer Station. This will be a ground mounted solar array and will offset the majority of the electricity usage for the municipal accounts.   

Clean Energy Solar Array at Historic Bethlehem Colonial Theatre: Senator Shaheen pushed to include $51,000 for the historic Bethlehem Colonial Theatre to support a solar array installation project. Solar panels will significantly and responsibly offset The Colonial's electricity costs, allowing it to more financial resources to extend its season and other community programming.   

Health Care Facility Solar Array in Keene: Senator Shaheen helped secure $397,000 to fund the installation of a 357.6-kilowatt solar array consisting of 745 solar panels and 3 inverters for the Opportunity of Hope for Mental Health, housed through Monadnock Family Services.   

Solar Panel Installation at YMCA of Greater Nashua: Senator Shaheen fought to add $459,000 to purchase and install solar roof panels at the Merrimack facility of the YMCA of Greater Nashua. The Merrimack YMCA is 110,000 square feet and home to their childcare center that serves 400 school children. The investment in these solar panels will generate projected savings to the YMCA over the lifespan of the system in the amount of $3,056,388.  

Rooftop Solar Array in Gorham: Senator Shaheen worked to secure $89,000 to purchase and install a solar array on the Gorham Public Works Garage Roof that will generate 60,057 kWh in year one.   

Solar Energy and Affordable Housing in Barrington and Keene: Senator Shaheen helped include $750,000 to install a one megawatt (MW) solar facility that will benefit Lee Oaks in Barrington and Tanglewood Park Cooperative in Keene. Power generated will benefit a total of 409 low to moderate-income homeowners at two New Hampshire locations.

Light Replacements at Rindge’s Recreation Facilities: Senator Shaheen helped procure $138,000 for the Town of Rindge's Recreation Department to upgrade and replace lighting.   

$1,062,000 to Strengthen Homeland Security Needs  

Emergency Operations Center at Manchester Fire Department: Senator Shaheen helped secure $338,000 for the Manchester Fire Department to renovate and upgrade the Emergency Operations Center (EOC). The EOC in NH’s largest city is increasingly relied upon to support emergencies and preplanned events. The EOC is a multi-functional space accommodating city, state, federal, private sector and nonprofit partners.   

Pierce Island Road Flood Resiliency Project in Portsmouth: Senator Shaheen pushed to include $724,000 to increase the resiliency of the access road to the Pierce Island Wastewater Treatment Facility in Portsmouth. The project will elevate a 400-foot-long section of the access road and the adjacent parking area by up to three feet and above the current 100-year floodplain and protect it against projected sea level rise until approximately 2050.        

$375,000 in Support for Small Businesses 

Cyber Security Support for Small Businesses: Senator Shaheen secured $375,000 for the University of New Hampshire’s proposed Small Business Technology Transformation Initiative (STTI). The New Hampshire Small Business Development Center (NH SBDC) located at UNH will be able to continue the cyber security review program for small businesses and expand the number of businesses and analytic services offered by the UNH Center for Business Analytics and NH SBDC through the proposed initiative.  The STTI will help small businesses transform their operations through innovation, digitization and automation.
