Shaheen Highlights More Than $100 Million Secured for New Hampshire Projects and Priorities in Government Funding Legislation

(Washington, DC) – U.S. Senator Jeanne Shaheen (D-NH), a senior member of the U.S. Senate Appropriations Committee, secured more than $100 million for 101 New Hampshire projects in the final government funding bills for fiscal year (FY) 2024. The federal investments, appropriated through the Congressionally Directed Spending (CDS) process, will go towards a range of Granite State priorities throughout the state, including water and transportation infrastructure, health care facility investments, educational training, resources to combat homelessness, support for substance use disorder programs, tools to build safe and prosperous communities and much more.  

“As a senior member of the Appropriations Committee who helps craft these bills, I was proud to secure more than $100 million in Congressionally Directed Spending for a range of critical projects that will make life better for Granite Staters,” said Senator Shaheen. “From investments in health care facilities and educational training to resources to combat homelessness and the substance use disorder crisis, these projects will help our communities and our state thrive.” 

The list of 101 New Hampshire projects is below:  

$17,419,000 to Support Health Care and Education Needs   

Mascoma Community Health Care: Senator Shaheen secured $189,000 to support a case manager and social worker for a year to collaborate with six welfare departments, the public health council, the Grafton County senior citizens council, long term care facilities, four school districts and four ambulance service providers. 

National Alliance on Mental Illness (NAMI) New Hampshire: Senator Shaheen secured $128,000 to expand services and improve access to support and resources for Granite Staters affected by co- occurring mental health and substance use disorders. 

Mary Hitchcock Memorial Hospital: Senator Shaheen secured $400,000 to support costs related to expansion of an early childhood workforce strategy by establishing a training and observation center for early childhood workforce in Claremont, New Hampshire. 

Mount Washington Valley Adult Day Center: Senator Shaheen secured $71,000 to upgrade air purification equipment to ensure the health and safety of their program participants and staff. 

Children Unlimited, Inc.: Senator Shaheen secured $115,000 to provide direct outreach, personalized technical assistance and transitional, earned financial resources to ten struggling early childhood centers in the Region 7 Early Childhood Partnership area. 

Great Bay Services: Senator Shaheen secured $272,000 to purchase a small fleet of handicap accessible minivans for use by their skilled Direct Support Professionals providing transportation and support to adults with intellectual and developmental disabilities. 

The University of New Hampshire (UNH): Senator Shaheen secured $112,000 to support the coordination and delivery of the Youth Mental Health First Aid program across New Hampshire through UNH Cooperative Extension. 

HealthFirst Family Care Center: Senator Shaheen secured $250,000 for renovations to create an imaging suite adjacent to the Franklin health center that will be equipped with x-ray and ultrasound equipment. 

New Hampshire Learning Initiative: Senator Shaheen secured $424,000 to establish a New Hampshire Coalition for Improved Competency-Based Math Instruction (NH CICMI). New Hampshire CICMI will provide an action-research model for teachers to learn, share, apply and refine math instructional practices centered on a high-quality competency-based model. 

Keene State College: Senator Shaheen secured $3,000,000 to expand Keene State College’s capacity to offer education and specialized training in the area of ultra-precision manufacturing, optics and thin film coatings, as well as interdisciplinary applied research in these areas. 

The Cheshire Medical Center: Senator Shaheen secured $750,000 for acquisition of FDA-approved medical devices to improve capacity and expand care options (including in-patient and out-patient services) for survivors of paralysis with an emphasis on spinal cord injury, traumatic brain injury and stroke. 

Lakes Region Mental Health Center: Senator Shaheen secured $630,000 for the implementation of and technical assistance for an Electronic Health Records system upgrade. 

Dartmouth Health: Senator Shaheen secured $1,292,000 to implement a training program for licensed clinical social workers. 

Mid-State Health Center: Senator Shaheen secured $2,200,000 to build an 8,000 sq. ft. health center in the Lincoln region. The new facility will be designed to support an integrated primary care delivery model. 

North County Home Health & Hospice Agency: Senator Shaheen secured $155,000 to support a rural home health care initiative to reduce hospital readmissions for home health and hospice patients. 

Elliot Health System: Senator Shaheen secured $577,000 to support the purchase of new mammography screening equipment. 

SEE Science Center: Senator Shaheen secured $200,000 for a new exhibit exploring STEM topics called the Millyard Design Zone: Cities Reinvented at the SEE Science Center that will integrate local planning and engineering challenges into age-appropriate hands-on activities. 

Manchester School District: Senator Shaheen secured $105,000 to develop a training program to build resiliency in Manchester School District’s education leadership team, including district and school leaders. 

Catholic Medical Center: Senator Shaheen secured $407,000 to replace outdated diagnostic x-ray equipment in one of four x-ray rooms at Catholic Medical Center. 

Court Appointed Special Advocates of New Hampshire (CASA): Senator Shaheen secured $175,000 to hire two new program managers who will provide supervision of additional volunteers and case management for new cases. 

The Mental Health Center of Greater Manchester: Senator Shaheen secured $408,000 to provide Peer Support Specialist certification training and InSHAPE health mentor certification training. 

Community College System of New Hampshire (CCSNH): Senator Shaheen secured $280,000 to create and implement an outreach and communications plan about dual and concurrent enrollment opportunities for New Hampshire high school students. 

Addiction Recovery Coalition of New Hampshire: Senator Shaheen secured $308,000 to add a Certified Recovery Support Worker to serve the residents of New Hampshire, to provide 1:1 peer support, connection to wrap around services and referral to treatment providers. 

Rivier University: Senator Shaheen secured $2,000,000 to support the interior reconstruction and renovation of 37,500 square feet of existing University space for the creation of a behavioral health training and simulation center. 

Nashua Police Athletic League: Senator Shaheen secured $108,000 to purchase supplies and technology, enhance volunteer and mentor recruitment and support trainings for volunteers, mentors and staff. 

Dartmouth Hitchcock Nashua: Senator Shaheen secured $650,000 to renovate and construct a new clinical pod of three exam rooms and two consultation rooms for a new team of Endocrinology providers. 

Southern New Hampshire Health: Senator Shaheen secured $453,000 to purchase a computerized tomography (CT) machine capable of performing positron emission tomography (PET) scanning in addition to general CT imaging. 

Grafton County Nursing Home: Senator Shaheen secured $750,000 to improve outdoor visitation opportunities for residents and their guests as well as provide additional opportunities for outdoor activities and programming. 

Greater Seacoast Community Health: Senator Shaheen secured $750,000 for needed capital improvements at their Somersworth community health center, this funding will help them expand offerings to meet more community health needs.  

Big Brothers Big Sisters of New Hampshire: Senator Shaheen secured $260,000 to support a one-year recruitment campaign in Rockingham & Strafford Counties. These funds will support 100 high-risk mentoring matches that include trauma informed mentoring and opioid prevention training. 

$22,525,000 to Address New Hampshire’s Housing, Transportation and Urban Development Needs 

Women's Rural Entrepreneurial Network (WREN): Senator Shaheen secured $72,000 to remediate an ongoing flooding issue with the lower level of WREN’s building. The project includes updates to the drainage system in WREN’s Pocket Park and repairs and remodeling to WREN’s basement, which will be repurposed for additional space to assist WREN’s clients. 

Bristol Recreation Advisory Council: Senator Shaheen secured $1,500,000 to acquire or construct a new community center that will meet the growing needs of the service area, especially in the child care and summer camp programs. 

West Claremont Center for Music and the Arts: Senator Shaheen secured $2,300,000 to renovate the second and third floors of the Historic Claremont National Bank building into a unique purpose-built arts education space and to provide music and creative arts instruction to youth in and around Claremont.  

North Country Community Recreation Center: Senator Shaheen secured $2,700,000 to help construct a Wellness Center on the site of the former North Country Community Recreation Center.  

Starting Point Carroll County: Senator Shaheen secured $200,000 to provide necessary repairs and renovations to their emergency shelter for victims of domestic and sexual violence, as well as human trafficking. These include energy efficient lighting, metal roof replacement and solar panel purchase and installation. 

Family Promise of Southern New Hampshire: Senator Shaheen secured $2,136,000 to renovate the former Vintage Grace Adult Day Care facility in Derry, New Hampshire, in order to house up to 12 families from Rockingham County in FPSNH’s Transitional Housing Program. 

Farmsteads of New England: Senator Shaheen secured $1,330,000 to help develop eight units of housing, four in each of the two buildings on its Redberry Farm in Epping, New Hampshire. These units will serve as supportive housing for individuals with development disabilities. 

City of Franklin: Senator Shaheen secured $2,500,000 to complete in-river features suitable for Olympic-style competition. This includes construction of a ledge-hole feature to allow for whitewater kayaking, a 400-foot slalom course and a standing wave feature to allow for surfing and similar activities. 

New Hampshire Catholic Charities: Senator Shaheen secured $1,000,000 to purchase land that will be the site of a facility to be used jointly by the New Hampshire Food Bank (NHFB) and the Boys and Girls Club (BGC). Funds will also be utilized for costs associated with constructing the facility, including legal assistance, permitting and design. 

The Granite YMCA: Senator Shaheen secured $500,000 to support the building of a new child care center at the Granite YMCA facility to serve the Derry, Londonderry, and Windham communities. 

City of Manchester-Department of Public Works: Senator Shaheen secured $850,000 to upgrade 28 signalized intersections in the downtown area. Upgrades will improve these intersections, which currently run on a pre-timed schedule, to be optimized by utilizing new signal equipment including video detection, advanced traffic controllers and other signal improvements to allow these intersections to be tied into a central management system. 

Concord Coalition to End Homelessness: Senator Shaheen secured $2,000,000 for the development of a Homeless Resource Center Hub (Resource Center) that will be a base for agencies to coordinate integrated services for people experiencing homelessness in Concord, New Hampshire. 

City of Somersworth: Senator Shaheen secured $500,000 to improve the Somersworth Public Library by increasing accessibility and constructing a new community space. 

City of Nashua/New Hampshire Department of Transportation: Senator Shaheen secured $500,000 for the installation of a new pedestrian bridge in Nashua, New Hampshire, alongside the existing railroad bridge on the Nashua River. 

Town of Littleton/New Hampshire Department of Transportation: Senator Shaheen secured $365,000 to plan for roadway improvements in the Town of Littleton. Funds will be used to complete environmental review, engineering design, permit identification/assistance, legal assistance, a Cost Benefit Analysis, community outreach and project management to remove a dangerous intersection, realign the roadway, add parking and pedestrian infrastructure and address utilities, while also improving connections to the Town’s multi-use trails. 

City of Manchester/New Hampshire Department of Transportation: Senator Shaheen secured $1,500,000 to support the City of Manchester in providing upgraded, ADA compliant, pedestrian infrastructure centered around the core of the downtown area. 

Town of Wentworth/New Hampshire Department of Transportation: Senator Shaheen secured $1,200,000 to engineer, construct and replace the East Side Road bridge, located in Wentworth, New Hampshire, a local Red List Bridge. 

Town of Gorham/New Hampshire Department of Transportation: Senator Shaheen secured $1,372,000 to install concrete, ADA compliant sidewalks along Main Street in Gorham, New Hampshire, as well as Complete Streets upgrades to include bike lanes with painted symbols, creating buffer zones where possible, painting sharrows and completing necessary streetscaping. 

$8,655,000 for Public Works & Water Infrastructure 

University of New Hampshire: Senator Shaheen secured $1,150,000 for research related to water quality and pollution, specifically understanding changes in nuisance seaweeds in Great Bay that are related to nitrogen from wastewater treatment plants, stormwater and septic tanks. This research will help better inform state and local decision making around regulation of nutrient levels. 

Town of Lancaster: Senator Shaheen secured $3,000,000 for Lancaster to finalize a phased comprehensive water, sewer, drainage, roadway and sidewalk infrastructure improvement project situated at the northern end of Summer Street. 

City of Manchester: Senator Shaheen secured $91,000 to make improvements to Bass Island Park, to the boat launch and peninsula on the Piscataquog River in order to prevent erosion and improve stormwater control. 

City of Portsmouth: Senator Shaheen secured $714,000 to purchase a conservation easement on a 45-acre parcel that directly abuts the Bellamy Reservoir in Madbury, New Hampshire, which is a primary source of drinking water for the City of Portsmouth. 

Lake Winnipesaukee Association: Senator Shaheen secured $150,000 to implement best management practices at three to four high-priority sites on Lake Kanasatka identified in the 2022 watershed-based plan. The identified projects will mitigate stormwater runoff and erosion from steep slopes and private gravel roads around the lake. 

Town of Milford: Senator Shaheen secured $1,500,000 to design and construct proposed municipal drinking water system improvements for the Town of Milford. 

U.S. Forest Service: Senator Shaheen secured $1,550,000 for planning and design to renovate and expand the high traffic Saco Ranger Station in Conway. The funds will be used to design and plan for a new net-zero facility. 

Town of Tilton: Senator Shaheen secured $500,000 to restore Tilton Island Park Bridge, the only cast and wrought iron footbridge of its kind in the country and the only means of access to Tilton Island Park. 

$18,000,000 to Support New Hampshire Military Construction Projects 

New Hampshire National Guard: Senator Shaheen secured $4,000,000 to demolish existing diesel and gasoline storage tanks and dispensers and reconfigure the area with new tanks and dispensers of the appropriate size and design. 

New Hampshire National Guard: Senator Shaheen secured $5,000,000 to construct a covered parking canopy with a 30- kilowatt solar photovoltaic rooftop array. 

New Hampshire National Guard: Senator Shaheen secured $9,000,000 to construct a Physical Fitness Center in Strafford. This facility is designed to provide soldiers with the resources to meet and maintain the physical fitness requirements outlined for the Army Combat Fitness Test for the New Hampshire Army National Guard. 

$6,500,000 for Rural Development   

Inter Lakes School District: Senator Shaheen secured $1,353,000 to retrofit two public school buildings in Ashland into net-zero buildings. 

White Mountain Community College: Senator Shaheen secured $1,000,000 to renovate and upgrade the science and nursing laboratories at the main campus in Berlin, New Hampshire. 

Carroll County: Senator Shaheen secured $2,000,000 to renovate Carroll County’s former nursing home in Ossipee and create a community hub of municipal, educational and social services. 

Warren School District: Senator Shaheen secured $1,147,000 to implement the first step of a four-step process to convert the Warren Village School to a net-zero building. 

Whitefield Public Library: Senator Shaheen secured $1,000,000 to address deficits in the current library structure. Funds will be used to renovate the existing 1904 Carnegie library and to expand the space to better meet the needs of library programming and the greater Whitefield community. 

$4,675,000 for Critical Energy Efficiency and Clean Energy Updates 

Plymouth State University: Senator Shaheen secured $4,675,000 to support integrated improvements and upgrades to Plymouth State University’s heating and energy infrastructure to help the campus transition to renewable energy systems.  

$1,702,000 to Strengthen Homeland Security Needs 

City of Manchester Fire Department: Senator Shaheen secured $1,455,000 to improve access and security for the City’s Emergency Operations Center (EOC). This project includes installation of an elevator making the EOC ADA compliant. 

New Hampshire Department of Safety: Senator Shaheen secured $247,000 to supplement current funding to further enhance the State Emergency Operations Center (SEOC) Modernization project. 

$878,000 to Support Entrepreneurship and Historic Preservation 

James W. Foley Legacy Foundation: Senator Shaheen secured $350,000 to digitize and preserve the archival collection and work of James Foley which will be accessible in person or online. 

Hannah Grimes Center: Senator Shaheen secured $528,000 to support the development of a rural biotech entrepreneurial ecosystem and incubator. 

$23,212,000 to Build Safe and Prosperous Communities and Other Priorities  

Atkinson Police Department: Senator Shaheen secured $28,000 toward the purchase of mobile data terminals and related equipment, including in-car printers, power adapters, and antennas to be installed in front-line police cruisers of the Atkinson, New Hampshire, Police Department. 

City of Claremont: Senator Shaheen secured $1,300,000 to supplement local funds toward a $2.3 million project to enhance public safety by outfitting the Claremont Police Department with updated communications and record-keeping technology. 

Berlin Police Department: Senator Shaheen secured $355,000 for communications equipment to improve operational coordination for the City of Berlin’s public safety departments. 

City of Dover: Senator Shaheen secured $438,000 to replace the aging dispatch console. This equipment is vital for the dispatching of Dover Police, Dover Fire and Rescue as well as the Rollinsford Fire Department. 

Cheshire County: Senator Shaheen secured $80,000 to support the purchase of a virtual reality training simulator system for Cheshire County Sheriff’s Office for use by about 150 officers in the county to develop community-oriented policing skills, including cultural sensitivity, bias training, mental health awareness and de-escalation techniques. 

Grafton County Sheriff’s Office: Senator Shaheen secured $520,000 to equip police department officers with portable radio equipment. 

Merrimack County Sheriff’s Office: Senator Shaheen secured $261,000 to install mobile data terminals in each sheriff's department cruiser. 

Merrimack Police Department: Senator Shaheen secured $420,000 to purchase body worn/cruiser cameras for all of the department's uniformed officers and marked cruisers. 

Newmarket Police Department: Senator Shaheen secured $358,000 to purchase technology, which offers computer aided dispatch, record management system software and hardware servers. 

Newport Police Department: Senator Shaheen secured $218,000 to replace outdated dispatch radio consoles that serve agencies throughout Sullivan County. 

New Hampshire Department of Safety: Senator Shaheen secured $4,878,000 to update the statewide Land Mobile Radio network to support first responder communications across the state. 

Strafford County Sherriff’s Office: Senator Shaheen secured $715,000 to purchase current production two-way radios that meet safety and interoperability standards, allowing the agency’s communications to seamlessly integrate with modern radio systems. 

Windham Police Department: Senator Shaheen secured $419,000 to replace the Windham Police Department’s radio system, providing interconnection between multiple radio sites and agencies. 

Alton Police Department: Senator Shaheen secured $255,000 to purchase equipment and associated software and storage to implement a body worn camera program for the Alton Police Department. 

Concord Police Department: Senator Shaheen secured $73,000 to support the procurement of specialized crime scene forensic equipment and training. 

Derry Police Department: Senator Shaheen secured $586,000 to provide the Department with 63 body-worn camera units and fully equip fifteen marked cruisers with integrated In-car Video Systems, as well as associated Wireless Access Points and necessary training and start-up equipment. 

Franklin Police Department: Senator Shaheen secured $208,000 to purchase 24 body-worn cameras and in-car camera systems to improve transparency and accountability in interactions between officers and members of the public. 

Hampton Falls Police Department: Senator Shaheen secured $38,000 to purchase a virtual simulator that will provide real-life virtual training scenarios to the Hampton Falls Police Department and be open to use by surrounding police agencies. 

Hampton Police Department: Senator Shaheen secured $200,000 to create a team to provide an enhanced criminal justice response that serves the community through skilled prosecution, support for crime victims and an appropriate response to individuals with behavioral health needs. 

Hillsborough County Sheriff’s Office: Senator Shaheen secured $276,000 to purchase modern equipment and technology needed to implement an effective de-escalation program. 

Rochester Police Department: Senator Shaheen secured $123,000 to replace their aging in-car camera video systems in their 13 front line patrol vehicles. 

Stratham Police Department: Senator Shaheen secured $53,000 to purchase equipment for use during active threat incidents. 

Town of Mont Vernon: Senator Shaheen secured $25,000 to support the purchase of eight body-worn cameras for the Mont Vernon Police Department. 

Town Of New Hampton: Senator Shaheen secured $80,000 to purchase a new public safety cruiser vehicle. 

Manchester School District: Senator Shaheen secured $48,000 to provide training in active attack response protocols for school district staff. 

Aviation Museum of New Hampshire: Senator Shaheen secured $90,000 to support the building of a two-seat aircraft by students at Lebanon High School. 

Advanced Regenerative Manufacturing Institute (ARMI): Senator Shaheen secured $1,200,000 to build out a biofabrication standards test lab that will allow proper characterization and standards assurance for the new medical technology being developed at ARMI. 

Plymouth State University: Senator Shaheen secured $1,000,000 to support the creation of a new cybersecurity education program at Plymouth State University. 

University of New Hampshire Senator Shaheen secured $5,000,000 to support initial construction of an innovation community where UNH faculty, staff and student researchers can work, live and learn adjacent to industry and government partners. 

Mount Washington Observatory: Senator Shaheen secured $1,538,000 to measure wind speed as well as updated research instrumentation for the planning and design of software to automate error checking of observational reports and creation of a web-based portal for public access of historic weather data. 

New England Young Fisherman’s Alliance: Senator Shaheen secured $956,000 to provide training, resources and networking opportunities to the workforce of the New Hampshire commercial fishing industry. 

Seabrook-Hampton Estuary Alliance: Senator Shaheen secured $1,473,000 to enable the Seabrook-Hamptons Estuary Alliance to increase coordination with local and regional estuarine-focused partners, create a salt marsh monitoring program and build local community capacity.
